美國圖書館學會 (American Library Association, ALA) 總統獎由國際關係圓桌會議（International Relations Round Table, IRRT）頒發，旨在表彰積極創新改變、展現永續性，使圖書館受到關注並為他館樹立榜樣的模範服務項目。
2021年表彰了具有前瞻性思維的五間國際創新圖書館 ─ 哈薩克努爾蘇丹納扎爾巴耶夫大學圖書館、加拿大溫尼伯紅河學院圖書館、香港城市大學邵逸夫圖書館、加拿大布里奇沃特南岸公共圖書館及加拿大納奈莫溫哥華島地區圖書館。

《VIRL Connects》
在COVID-19流行期間，溫哥華島地區圖書館(Vancouver Island Regional Library, VIRL)創建了「VIRL Connects」計畫，由當地基金會提供經費贊助，幫助居住在老年護理設施、無家可歸收容所、家庭暴力中心和私人日間托兒所的社區成員，對抗社會孤立感並推動數位素養。利用基金會的捐款，VIRL 購買能夠支援服務的硬體並提供津貼補助，提供包含 Chromebook、Chromecast、智能電視、網路訂費補貼等數位產品的關懷包。並由VIRL館員協助安裝產品並連接圖書館服務，以學習透過圖書館網站取得相關服務與內容。希望通過提供數位工具與資源，建立心理恢復力，與親人聯繫、利用VIRL數位資源、參與虛擬圖書館活動並培養重要的數位素養能力。
截至2020年12月為止，VIRL聯繫了65家護理機構，已有30多家機構收到了數位產品關懷包，並從以下基金會獲得56,516美元的資金，將提供更多組織此項服務。
