paper<\/a>)\u300d\uff0c\u6b64\u5f8c\uff0c\u82f1\u570b\u6559\u5e2b\u548c\u5716\u66f8\u9928\u54e1\u5747\u9075\u5faa\u6b64\u4efd\u6587\u4ef6\u8981\u9ede\uff0c\u57f9\u990a\u5b78\u751f\u7684\u8cc7\u8a0a\u6280\u80fd\u3002\u96a8\u8457\u6642\u4ee3\u8b8a\u9077\uff0c\u8eab\u8655\u65bc\u5168\u7136\u4e0d\u540c\u7684\u8cc7\u8a0a\u793e\u6703\uff0c\u539f\u8a02\u7684\u8cc7\u8a0a\u7d20\u990a\u539f\u5247\u9700\u8981\u4f9d\u7167\u7576\u524d\u793e\u6703\u7684\u73fe\u6cc1\u767c\u5c55\u548c\u9700\u6c42\u9032\u884c\u66f4\u65b0\uff0c\u4e26\u5c07\u8cc7\u8a0a\u7d20\u990a\u7684\u6982\u5ff5\u52a0\u4ee5\u5ef6\u4f38\uff0cSCONUL\u5c072011\u5e74\u51fa\u7248\u7684\u5167\u5bb9\u4ee5\u8cc7\u8a0a\u7d20\u990a\u4e03\u5927\u652f\u67f1\u7684\u6982\u5ff5\u4f86\u95e1\u91cb\uff0c\u5e0c\u671b\u5efa\u7acb\u9ad8\u7b49\u6559\u80b2\u7684\u300c<a href=\"http:\/\/www.sconul.ac.uk\/sites\/default\/files\/documents\/coremodel.pdf\" target=\"_blank\">\u6838\u5fc3\u5178\u7bc4 (Core Model)<\/a>\u300d\u3002<\/p>\n<p>\u8cc7\u8a0a\u7d20\u990a\u4e00\u8a5e\u7d9c\u62ec\u6578\u4f4d\u7d20\u990a\u3001\u5716\u50cf\u7d20\u990a\u3001\u5a92\u9ad4\u7d20\u990a\u3001\u5b78\u8853\u7d20\u990a\u3001\u8cc7\u8a0a\u638c\u63e1\u3001\u8cc7\u8a0a\u6280\u80fd\u3001\u8cc7\u6599\u7b56\u5c55\u3001\u8cc7\u6599\u7ba1\u7406\u7b49\u6982\u5ff5\u3002\u800c\u5177\u5099\u8cc7\u8a0a\u7d20\u990a\u7684\u4eba\u5247\u80fd\u5920\u5bdf\u89ba\u81ea\u5df1\u5982\u4f55\u53d6\u5f97\u3001\u4f7f\u7528\u3001\u7ba1\u7406\u548c\u8a55\u4f30\u8cc7\u8a0a\uff0c\u4e26\u4e14\u9075\u5b88\u793e\u6703\u4e0a\u7684\u502b\u7406\u898f\u7bc4\u5275\u4f5c\u8cc7\u8a0a\u3001\u6709\u6240\u7522\u51fa\u3002<strong>\u5728\u8cc7\u8a0a\u7d20\u990a\u7684\u57f9\u80b2\u904e\u7a0b\u4e26\u975e\u662f\u56fa\u5b9a\u7684\u7dda\u6027\u767c\u5c55\uff0c\u800c\u662f\u4e00\u7a2e\u52d5\u614b\u3001\u5f48\u6027\u6210\u9577\u7684\u5b78\u7fd2\u904e\u7a0b<\/strong>\u3002\u82f1\u570b\u8cc7\u8a0a\u7d20\u990a\u4e03\u5927\u652f\u67f1\u5305\u542b\u4e0a\u8ff0\u6982\u5ff5\uff0c\u4e26\u4e14\u5c07\u6bcf\u4e00\u9805\u652f\u67f1\u4f9d\u7167\u521d\u5b78\u8005\u81f3\u5c08\u5bb6\u7b49\u7d1a\u5340\u5206\uff0c\u5b9a\u4f4d\u70ba\u9ad8\u7b49\u6559\u80b2\u8cc7\u8a0a\u7d20\u990a\u7684\u6838\u5fc3\u6280\u80fd\u548c\u614b\u5ea6\uff0c\u4ee5\u4e0b\u5206\u5225\u8aaa\u660e\u8cc7\u8a0a\u7d20\u990a\u4e03\u5927\u652f\u67f1\u6982\u5ff5\u61c9\u5177\u5099\u7684\u80fd\u529b\u9805\u76ee\uff1a<\/p>\n<p>1.<strong> \u554f\u984c\u767c\u73fe (Identify)<\/strong>\uff1a<\/p>\n<ul>\n<li>\u80fd\u5920\u767c\u73fe\u76ee\u524d\u6240\u7f3a\u4e4f\u7684\u4e3b\u984c\u77e5\u8b58\u3002<\/li>\n<li>\u8fa8\u5225\u9700\u8981\u67e5\u8a62\u7684\u4e3b\u984c\u548c\u554f\u984c\uff0c\u4e26\u80fd\u5920\u5b9a\u7fa9\u5c08\u6709\u8a5e\u5f59\u3002<\/li>\n<li>\u5177\u5099\u878d\u6703\u8cab\u901a\u77e5\u8b58\u7684\u80fd\u529b\u3002<\/li>\n<li>\u80fd\u5920\u5206\u8fa8\u5f97\u4ee5\u6eff\u8db3\u8cc7\u8a0a\u9700\u6c42\u7684\u8cc7\u8a0a\u548c\u8cc7\u6599\uff0c\u4e26\u4e14\u80fd\u5920\u5b9a\u7fa9\u8cc7\u8a0a\u9700\u6c42\u7684\u7bc4\u570d\u9650\u5236\u3002<\/li>\n<li>\u80fd\u5920\u904b\u7528\u5df2\u5177\u5099\u7684\u57fa\u672c\u8cc7\u6599\u4f5c\u70ba\u8cc7\u8a0a\u67e5\u8a62\u7684\u8f14\u52a9\u3002<\/li>\n<li>\u70ba\u81ea\u5df1\u7684\u8cc7\u8a0a\u6aa2\u7d22\u884c\u70ba\u8ca0\u8cac\u3002<\/li>\n<li>\u6709\u6548\u7387\u5730\u5b8c\u6210\u8cc7\u8a0a\u67e5\u8a62\u7684\u5de5\u4f5c\u3002<\/li>\n<\/ul>\n<p>2. <strong>\u7bc4\u570d\u754c\u5b9a (Scope)<\/strong> \uff1a<\/p>\n<ul>\n<li>\u627e\u51fa\u76ee\u524d\u7f3a\u4e4f\u7684\u8cc7\u8a0a\u5167\u5bb9\u3002<\/li>\n<li>\u77e5\u9053\u4f55\u7a2e\u8cc7\u8a0a\u985e\u578b\u80fd\u5920\u6eff\u8db3\u8cc7\u8a0a\u9700\u6c42\u3002<\/li>\n<li>\u5206\u8fa8\u4e0d\u540c\u5c64\u7d1a\u9069\u7528\u7684\u4e00\u822c\u6216\u7279\u6b8a\u4e3b\u984c\u8cc7\u6e90\u7684\u6aa2\u7d22\u5de5\u5177\u3002<\/li>\n<li>\u8fa8\u5225\u8cc7\u8a0a\u985e\u578b\u7684\u5dee\u7570\u3002<\/li>\n<li>\u5177\u5099\u4f7f\u7528\u65b0\u8208\u5de5\u5177\u7684\u80fd\u529b\u3002<\/li>\n<\/ul>\n<p>3. <strong>\u7b56\u7565\u898f\u5283 (Plan)<\/strong>\uff1a<\/p>\n<ul>\n<li>\u80fd\u5920\u4ee5\u9069\u7576\u7684\u8a9e\u8a00\u660e\u78ba\u5730\u5b9a\u7fa9\u6aa2\u7d22\u554f\u984c\u3002<\/li>\n<li>\u904b\u7528\u95dc\u9375\u5b57\u3001\u6982\u5ff5\u3001\u540d\u8a5e\u5b9a\u7fa9\u4ee5\u53ca\u67e5\u8a62\u9650\u5236\u64ec\u5b9a\u6aa2\u7d22\u7b56\u7565\u3002<\/li>\n<li>\u9078\u64c7\u6700\u9069\u5408\u7684\u6aa2\u7d22\u5de5\u5177\u3002<\/li>\n<li>\u904b\u7528\u63a7\u5236\u8a5e\u5f59\u548c\u4e3b\u984c\u5206\u985e\u9032\u884c\u8cc7\u8a0a\u6aa2\u7d22\u3002<\/li>\n<li>\u9069\u7576\u5730\u904b\u7528\u6aa2\u7d22\u6280\u5de7\u3002<\/li>\n<li>\u56e0\u61c9\u4e0d\u540c\u7684\u8cc7\u8a0a\u9700\u6c42\u9078\u7528\u5c08\u696d\u6aa2\u7d22\u5de5\u5177\u3002<\/li>\n<\/ul>\n<p>4. <strong>\u8cc7\u8a0a\u53d6\u5f97 (Gather)<\/strong> \uff1a<\/p>\n<ul>\n<li>\u6709\u6548\u904b\u7528\u6aa2\u7d22\u5de5\u5177\u548c\u8cc7\u6e90\u3002<\/li>\n<li>\u8a2d\u8a08\u9069\u7528\u65bc\u6578\u4f4d\u8cc7\u6e90\u548c\u7d19\u672c\u8cc7\u6e90\u7684\u6aa2\u7d22\u65b9\u5f0f\u3002<\/li>\n<li>\u53d6\u5f97\u5168\u6587\u6587\u737b\uff0c\u5305\u542b\u7d19\u672c\u6587\u4ef6\u8207\u6578\u4f4d\u8cc7\u6e90\u3002<\/li>\n<li>\u904b\u7528\u9069\u7576\u7684\u6aa2\u7d22\u6280\u5de7\u8490\u96c6\u8cc7\u6599\u3002<\/li>\n<li>\u80fd\u5920\u638c\u63e1\u65b0\u8cc7\u8a0a\u7684\u767c\u5c55\u3002<\/li>\n<li>\u8207\u76f8\u95dc\u793e\u7fa4\u5206\u4eab\u8cc7\u8a0a\u3002<\/li>\n<li>\u5206\u8fa8\u51fa\u5c1a\u672a\u6eff\u8db3\u7684\u8cc7\u8a0a\u9700\u6c42\u9805\u76ee\u3002<\/li>\n<li>\u904b\u7528\u7dda\u4e0a\u548c\u7d19\u672c\u8cc7\u6e90\u641c\u5c0b\u8cc7\u8a0a\u4e4b\u5916\uff0c\u4e5f\u80fd\u5920\u5c0b\u6c42\u5c08\u5bb6\u5b78\u8005\u7684\u5354\u52a9\u3002<\/li>\n<\/ul>\n<p>5. <strong>\u6210\u679c\u8a55\u4f30 (Evaluate)<\/strong> \uff1a<\/p>\n<ul>\n<li>\u5206\u8fa8\u5404\u7a2e\u8cc7\u8a0a\u4f86\u6e90\u7684\u5dee\u5225\u3002<\/li>\n<li>\u904b\u7528\u6279\u5224\u80fd\u529b\u9078\u64c7\u7b26\u5408\u67e5\u8a62\u4e3b\u984c\u7684\u8cc7\u6599\u3002<\/li>\n<li>\u8a55\u4f30\u8cc7\u8a0a\u4f86\u6e90\u7684\u54c1\u8cea\u3001\u6b63\u78ba\u6027\u3001\u4e3b\u984c\u76f8\u95dc\u6027\u3001\u516c\u6b63\u6027\u3001\u8072\u8b7d\u3001\u53ef\u4fe1\u5ea6\u3002<\/li>\n<li>\u8a55\u5224\u8cc7\u6599\u53ef\u4fe1\u5ea6\u3002<\/li>\n<li>\u8b39\u614e\u5224\u8b80\u8cc7\u8a0a\uff0c\u4e26\u8fa8\u5225\u5176\u4e2d\u7684\u91cd\u9ede\u548c\u8ad6\u8ff0\u3002<\/li>\n<li>\u5be9\u614e\u5730\u8a55\u4f30\u8cc7\u8a0a\u67e5\u8a62\u7684\u7d50\u679c\u3002<\/li>\n<li>\u80fd\u5920\u62ff\u634f\u7d50\u675f\u67e5\u8a62\u8cc7\u8a0a\u7684\u6642\u6a5f\u3002<\/li>\n<\/ul>\n<p>6. <strong>\u5f59\u6574\u7ba1\u7406 (Manage)<\/strong> \uff1a<\/p>\n<ul>\n<li>\u904b\u7528\u66f8\u76ee\u8edf\u9ad4\u7ba1\u7406\u8cc7\u8a0a\u3002<\/li>\n<li>\u4f7f\u7528\u9069\u7576\u7684\u66f8\u76ee\u683c\u5f0f\u5f15\u7528\u7d19\u672c\u548c\u96fb\u5b50\u8cc7\u6e90\u3002<\/li>\n<li>\u88fd\u4f5c\u5408\u9069\u7684\u53c3\u8003\u66f8\u76ee\u683c\u5f0f\u3002<\/li>\n<li>\u80fd\u5920\u638c\u63e1\u502b\u7406\u898f\u7bc4\u3001\u8cc7\u6599\u4fdd\u8b77\u3001\u8457\u4f5c\u6b0a\u3001\u6284\u8972\u4ee5\u53ca\u5176\u4ed6\u667a\u6167\u8ca1\u7522\u6b0a\u7b49\u76f8\u95dc\u8b70\u984c\u7684\u8cc7\u8a0a\u3002<\/li>\n<li>\u9075\u5b88\u5b78\u8853\u8aa0\u4fe1\u7684\u898f\u7bc4\u3002<\/li>\n<li>\u904b\u7528\u9069\u7576\u7684\u8cc7\u6599\u7ba1\u7406\u8edf\u9ad4\u548c\u6280\u5de7\u7ba1\u7406\u8cc7\u6599\u3002<\/li>\n<\/ul>\n<p>7. <strong>\u6210\u679c\u5c55\u793a (Present)<\/strong>
